Intelligent Transport System (ITS)that is interested in the communication system is developed for convinience and saftly driving.It will be provide many services such as cellular phone services,broadcast services and internet services by intergrating these services.There are two fields of research one is RVC (Road to Vehicle Communication) and the other is IVC(Inter-vehicle Communication).Electronic Toll Collection (ETC) is one system of the RVC network provides a non-stop toll collection.

In terms of IVC system, a packet routing scheme using relay transmission and concept of terminal group construction has recently come into wide use.Because IVC is consisted of several mobile terminals;it is difficult to design to centralized control scheme for such complex system. Therefore, a distributed control scheme is more functionable because it is capable of over coming the transmission problems.This system is called the autonomous relay access algorithm.It is created to solve the IVC network problem such as dynamic moving of the terminal, path loss, and shadowing effect. this routing scheme can achieve high performance.
